TlDr; There's a dismissal button in the upper right corner, it's a translucent “X". At least in mobile it looks like that.
The reason for the pop up is that they want more money from you. You do not have to give it to them - you can already use this service, but they're dishonest and deceptive in how they market and how the user interface is designed.
If it's not intentional, it's yet another piss-poor design done because they're incompetent.
My suggestion is to never do anything that provides your financial details to SeaArt because they're known to scam folks. There's many reports of unauthorized charges from saved payment methods in their Trustpilot review page…
