Is the silent restriction a bug? Or is it by design?

On the My Pace list, about 70% of the character roster has completed review and is currently published (classified as wholesome).

No display restriction mark or lock icon is present.

However, it seems only about 10-20% is visible to other users.

What's going on here? We're spending time and coins making content revisions!

An explanation is needed.
