When you can't have "private creations" without paying for them, all creations are forced to be published, so there is no way to regulate them or anything.

So why not make private creation OK, even if it is free?

There are probably images that are just made as a hobby and not intended to be shown to others.

They look at the images without permission and say, "I don't like it, so please regulate it! That's what is going on in Japan right now.

It's the same as when foreigners come to Japan without permission and complain that people don't speak English. If you don't like it, don't come. Don't get involved.
