Posting of "Allegations" in the Post and Submission section.

Currently, many works that we would like other users to see cannot be seen and viewed.

When a work that is clearly SFW is submitted, it is mosaicked.
It is impossible to file a complaint because the work itself is viewable before it is posted, and strangely enough, once it is posted, it becomes unviewable.
