PayPal Payment Method Upgrade and Maintenance

Feature Request

The PayPal payment method is currently undergoing an upgrade and maintenance, but since there has been no announcement, this is causing me a lot of trouble. I would like them to post an announcement about the upgrade and maintenance in the system message.
