Have they loosened the criteria for review, or is it just the usual whim (temporary)?

Some things that were previously considered "character anomalies" have been lifted.

If it's a continuation, it's welcome, if it's a whim, it's just another layer of disappointment.

In any case, as long as it's "private (non-public)", there should be no review itself.

Because I can't imagine that logging the text of a non-existent character would be illegal.
