Workflow sometimes does not start even after waiting 20 minutes or more in the "waiting to start" state. When cancelled and re-executed, it starts normally, so it does not seem to be due to server congestion. Since the number of free cancellations is unnecessarily consumed due to a problem on the system side, we would like to see Workflow automatically canceled by timeout after a certain period of time (e.g., 5 or 10 minutes) in the "waiting to start" state.
