Tell me why it's inappropriate.

I have tried several times to enter creative contests in the past, but have never been able to do so because all of the images and videos I generated were treated as inappropriate.
This time, I tried to enter the "Halloween Horror Scene" contest and generated dozens of images, but the same situation occurred.
The second attached image was rated 96 and I was encouraged to publish it immediately, but when I tried to submit it, it was treated as inappropriate.
I do not understand at all the criteria for judging whether or not to submit an image and whether or not it is inappropriate.
What exactly is inappropriate about the following two illustrations you gave as examples?
